Police in Thanh Hoa, Vietnam, informed that the district police had just arrested two people named Quach Van Kien, born in 1995 and Cao Minh Thong, born in 1991.
Both are in Yen Lam town, Yen Dinh district, about intentionally causing injury.
On November 23, Kien and Thong drove each other by motorbike to waddle around, swinging on provincial road 518C.
